Le Fonds waqf monétaire prévoit d'enrôler 100 000 enfants issus des écoles coraniques, appelées "daaras", dans la Couverture maladie universelle (CMU) au cours de l'année 2023. C'est ce qu'a annoncé Racine Bâ, directeur de la Haute autorité du Waqf, lors d'un événement à Tivaouane. Instauré en septembre 2022 par le président de la République du Sénégal, ce fonds vise à capter des ressources du secteur privé et des philanthropes. Ces ressources sont par la suite investies dans des produits conformes à la charia dont les bénéfices générés sont reversés aux personnes nécessiteuses.
Les premiers bénéficiaires de ce programme seront les apprenants des écoles coraniques, avec 100 000 enfants des "daaras" les plus défavorisés pris en charge dans le cadre de la CMU à partir de 2023. Le fonds Waqf monétaire constitue un exemple d'investissement philanthropique structurant, alimenté chaque année, et devrait inspirer d'autres foyers religieux et la communauté en général. Il est considéré comme un instrument efficace de financement et de lutte contre la pauvreté au Sénégal et à travers le monde. C’est le lieu de rappeler que le Waqf, cet instrument de la finance sociale islamique qui trouve son origine dans la tradition islamique, joue ce rôle crucial depuis des siècles en renforçant le tissu social.
En outre, on envisage d'utiliser des instruments liés au waqf dans la construction de la grande mosquée de Tivaouane pour faciliter l'entretien et la maintenance des lieux de culte. Un exemple fructueux de ce mécanisme se trouve dans la gestion des lieux saints de l'islam, à La Mecque et à Médine, où un fonds Waqf a été créé pour financer l'entretien et les besoins des travailleurs.
